Most people would agree that when ranking presidents, their handling of foreign policy needs to be taken into account. But how would you rank a president who is almost entirely known for his domestic policy, such as Abraham Lincoln (he considered the Confederacy as states in rebellion, thereby not a foreign country)? Does he lose points? Should a president be penalized for presiding at a time when there aren’t (m)any foreign policy challenges looming?
